Layered City is a proposal to transform Kepong’s 52-acre dumping ground as a new hub of urban lifestyle. As the name suggests, the scheme applies the urban strategy of overlapping various programmes to create a multi-use development with holistic integration of residential, public, community and commercial zones. Amongst these programmes is the central urban park which functions as a nucleus to bind all components together and making the masterplan a complete scheme. Contrary to a tabula rasa, reference was made from the existing platforms of the land formed by the years of waste dumping.

The initial approach is to establish three distinct layers according to the platforms – residential zones are located at higher levels and commercial zones are located at lower levels with frontages to the main road, and bifurcated by a layer of green and communal realms. However, connectivity is ensured via layering at various levels to create a dynamic and rich environment. This includes layering of semi-residential zones, civic zones, infrastructure, canopies and walkways, and ecological interventions of any possibility to conceive a multi-dimensional environment.
