The PJ21 Commercial Centre sits on a 2.3-acre site in Sungai Way, a suburb bifurcated by the LDP Highway and richly disordered with industrial establishments, new commercial developments, low-cost flats and the more well-to-do neighbourhood of Kelana Jaya. The centre was to achieve commercial viability with underground basement for sufficient car parking, 13 four-storey shoplots and four five-storey shoplots at opposite ends of the commercial row, each equipped with individual lifts. Externally, the façade is a modular composition to deviate from the conventional shop office impression. Modules are defined by deep horizontal copings, vertical fins and layering of raw modern materials, with fillers of vent blocks, expanded metal mesh and glass panels to create a highly defined yet subtle, tropical façade.
